Default Billing Cycle Day for new merchants

Allow setting an account-wide default Billing Cycle Day (and cycle) automatically applied to all newly created merchants, so admins don't set the billing day per-merchant. Requested by GK Prep LTD, who want every new client to default to Monthly / day 28.
