Automatic monthly and storage fee charging

We charge a monthly fee for customers who do not ship more than 150 units per month of $24.99.

We also charge a flat fee of $30 (id fits in a 25x25x25 inch box or $55 per pallet position (40x48x72) per month for product storage.

It would be very important if the system could configure this automatically so that the system would know that if the customer does not ship so many units per month the system would automatically charge the amount.

And if I inform the system how many pallets the customer has in stock so that it would automatically charge this on the first day of each month, that would be great.
