Save LTL facility requirements in settings (auto-apply to every LTL shipment)

Allow prep centers to save their facility/pickup requirements (pickup hours, liftgate service, maximum truck length, and similar dispatcher instructions) in account settings so they are automatically applied to every LTL shipment. Today these have to be emailed to the dispatcher on each shipment, where they are sometimes entered incorrectly or missed, forcing a callback and reschedule that can delay pickups by several days.
